ESPN did a good job of explaining the changes to the new NBA agreement. The luxury tax penalty is significantly more severe now. They have also closed some trade loop holes. The amnesty provision certainly could be interesting. Most of these changes probably don't make sense/matter unless you follow the NBA fairly closely.
