He rarely speaks to the press and hasn't made any such statement officially on the record...but

There is a video that has surfaced, in which Joakim does an MTV-like video performance for "DimeMag.tv", an internet site.
It appears to have been shot last summer or fall in New York, and Joakim says he is declaring for the draft, and talks about what it will be like "next year"...
