I just learned what the technical foul call prior to the start of the women's game was about. This is what I was told- "The shot clock above the basket on the north end was malfunctioning (flickering). So an administrative technical was issued. Western got one free throw before the jump ball to start the game."
But as in today's women's game, it can also be called against the home team if there is some kind of facility or equipment failure that could give one team a disadvantage.
