Doesn't this mean that they think ODU is the better team? Isn't home court normally worth more than 1 or 1.5 pts?

Usually, but the oddsmakers take many things into account. But it obviously means they think the game will be close.
When the line moves, like it did to favor BU slightly more, it is because more of the betting is on Bradley and they want to try to draw some bets on ODU. Sports books will try to minimize the chance they could lose big by balancing the bets.
