Is he not only a Sophmore still? Only Seniors are allowed to receive recruiting coaches. Is that not a violation? I will be forwarding this info onto the NCAA and let them decide if this is a violation

You are correct, a recruitable athlete may not have off-campus contact with a Division I college coach until July 1st after their junior year (or June 15th for a Division II coach).

But for the record, the athlete can meet with college coaches on campus if they comply with the unofficial visit rules (3rd page of the above link)

Let me be more clear. I heard that A.J. attended a game at Iowa State. I assumed it was an unofficial recruiting visit.

The rules for unofficial visits are quite simple - you can go at your own expense any time (except during very limited dead periods) and the staff is allowed to give you tickets to an athletic event..
plus any time the recruit calls the coach, the coach is not in violation..so the recruits can talk to him
they cannot work you out or view you as you play but "unofficial pickup games" are allowed and occur all the time - and - ahem - do allow at least some report of how you play to get to others.
