almost all the changes made in the past 40 years have been to slow down the ball as the bat strikes it..
several different new rules have prohibited certain brands of bats, and lowered the exit speed of the ball as the bat strikes it - and have restricted which bats players can use & required all bats to be carefully tested and then labelled so the umps can catch the guys using the illegal ones...
All of this has hurt offense - which in college wasn't really that much of an issue until quite recently.
Now - a new baseball that allows the ball to to faster & farther....so we have better offense.
