Soccer (or football if you prefer) needs to find some other way to administer penalties for infractions in the goal area. Giving Netherlands a 99% certain goal on a penalty kick in extra time to decide a game on a 'touch foul' seems excessive. Hard to watch a game for several hours to see it decided by a free kick over a player taking a Academy Award dive after catching his shoe on a defenders foot on the ground. Like calling a pass interference on a hail Mary in the end zone with time running out and a team needing an 'extra point' to win.

count how many of the games so far have had goals scored in arbitrarily "added time"...and how many have had penalty shots affecting outcome .. then you get the idea the actual play & players only determine the outcome 50-75% of the time..
Not many sports where a single referee's whistle has that much impact
