I'm very close with a lot of AAU coaches, college coaches, and players and they all agree that a lot of kids lie about their offers but it is not uncommon for a kid to have 10-20 offers, even if he is not a 5-star or 4-star. A lot of people forget that there are schools like UNC-Wilmington, Tennessee-Martin, IPFW, Longwood, and a lot of very small Division I schools that offer as many kids as they can and take the first commitment in order to get solid players.
I know two star kids that have had over ten D1 scholarship offers as it is very likely that they've been seen by a variety of smaller coaches in addition to the bigger ones. So don't always believe that hype but don't doubt the kids either.

But I would contend that what the article is saying, is that the "offer" might sound solid, but it is really conditional on what some other kid is going to do.
Even if the kid says "yes, I want the offer", the coach may still say, "we'll wait 'til the end of summer because we are still in a period of observation."
And, as the article gives examples, as soon as the other kid decides, the scholarship may dry up for the first kid and not be there at all.
