DePaul committment- recruiting violation?

Despite rules by the NCAA against a head coach talking about recruits before they are signed, Jerry Wainwright spoke on a radio show last night and said that he had received a committment from 6'9" Matija Poscic, a Croatian kid who is very good.
He will be available for 2007, and is presently a junior college freshman.

As a freshman in 36 games this past season, he averaged 10 pts, 8rebs per game, 60% FG shooter.

I have now talked to two other people who also heard and confirm that DePaul coach Jerry Wainwright did indeed talk publicly about this kid (in a broadcast interview) who has not enrolled at DePaul and who has not signed a LOI, and therefore has committed a violation of the NCAA rules that prohibita coach or school representative from discussing a recruit publicly until one of those things happens.
At least we know it didn't help with Manual Cass that Jerry broke the rules, so maybe it won't help with this kid.

The NCAA stepped in and said they were going to investigate when Wainwright committed the violation by visiting Cass in Cass' own home on the eve before the LOI signing period, a violation that certainly EVERY coach in the nation would know is illegal. But here we are, 7+ months later, and no penalty whatsoever!

Now we are close to a year since Wainwright broke the rules on Cass, and still the NCAA has not acted, nor made mention of any outcome, and I doubt they'll even check into the radio show violation. By the way, Poscic still has not committed to DePaul, Cass has backed out, Brackins went to Iowa State, Thijin Moses still hasn't qualified, Demitri McCamey was offered but chose Illinois, and Mac Koshwal also is well short of satisfying the NCAA Clearinghouse.
If Moses and Koshwal don't pan out, is this the end of BTMA?

Now they are setting their sights on DJ Richardson.
