FWIW - I am guessing they're more concerned with the mid-air-flying-into-the-3rd-row timeouts than the both-feet-established-inbounds-and-merely-falling-out-of-bounds timeouts.Onward and Upward!

I agree with this rule change. It should bring back the exciting save to a teammate or the bounce it off the other team play. The last few years players seem to default to the time out instead of trying to make a play. I always hate watching a TV game and the first play off a time out is another time out because of an out of bounds time out call. Then you get 3 more beer commercials.
