    I think it mainly tells us that the NCAA is tired of losing in court, and spending millions on legal fees, that they will do whatever avoids more lawsuits. Thus they have given in to a bunch of things they stood strongly against for decades. The NCAA told us that allowing college athletes to make money on the side for their NIL would ruin amateur athletics. They said the same about allowing kids to transfer without penalties, and about getting paid directly by the schools. All these changed because of lawsuits.
