The NCAA's rule requiring an athlete who is transferring for the second or third time to sit out a year was temporarily put on hold by an injunction back in December - https://www.cbssports.com/college-fo...spring-sports/
However, that injunction was temporary and only runs through the spring sports period. There have been questions about what will happen next academic year. But the NCAA just announced today that they are proposing continuing the current status with no penalties for transfers, as long as they are "academically eligible/in good standing at previous school & meet progress-toward-degree requirements at new school". - https://twitter.com/NCAA_PR/status/1780673587860406608
This proposal still needs to be ratified by DI Board Monday.
