Belmont signs a player from the portal-- Brody Peebles, a 6'2" junior shooting guard from Liberty University. He has one season of eligibility left. He averaged 10.7 ppg nearly all in a reserve role. He shot 33.6% from three in 2023-24, but his 3-year career 3-point percentage is 37.6%.

The portal is essentially functioning as the agent for most of the players who enter, while preserving their college eligibility. Under the NCAA rules regarding professionalism, they cannot actually hire a true agent, the kind that arranges professional playing deals, or they will lose their ability to play any more college ball.
There is such a thing as an NIL agent that they can associate with, who helps them find NIL opportunities and takes a percentage as a fee. But NIL agents can't represent the player in arranging professional playing opportunities.

The portal is also password protected and only coaches and compliance officers at schools are given access. From what I've been told, the way it works is players have to fill out forms and give them to the school's compliance officer, who then enters them into the portal. The NCAA is very guarded about security. They threaten to revoke access if anyone's password is misused.
There are no media people who have access. So anyone listing names that are in the portal is getting them from other sources like the players themselves, their social media, or some other source. Usually the players want their name to be known in the portal, so they or someone representing them will message media people and internet recruiting sites.
