Back in the day, college bb teams had 'summer programs', most without coaches present. When I was at BU these took place at Haussler's gyms. It gave incoming players are chance to learn plays and get mentored by older players. Of course, coaches were lurking and learning. Does anyone know the extent to which this happens today?

NCAA rules say this has to be voluntary, and teams cannot require players to attend summer classes. However, players realize it can impact their playing time and their standing with the coaches, so most will attend the summer sessions, if they can.
There used to be NCAA rules prohibiting any interaction with the coaches during the summer. But in recent years, they have modified those rules and now allow coaches structure individual summer workout plans, though no organized on-court team activities or practices are allowed. But just like you mentioned, the players still have a lot of free time in the summers and usually have open gym scrimmaging nearly every day. The Bradley "open gym" scrimmages in past years have also included occasional local athletes who are not Bradley students, ex-players, and potential recruits.
