Seems like he may have gotten off light. His suspension is for just 3 games, and 2 of them are home games against Jackson State and Arkansas State. Illinois should win those two games easily. The 3rd game is a road game at Marquette in the Big Ten-Big East matchups. That game might be a little tougher, but Marquette isn't going to be very good this year in their first season under new head coach Shaka Smart (they were picked 9th out of 11 teams in the Big East Preseason poll).
So Cockburn's suspension is for 3 games in a 31+ game schedule, less than 10% of their games.

These may not be exact comparisons, but here are a few examples of college football players suspended for similar violations, who were suspended for a significantly larger portion of their season:
In 2010, Georgia wide receiver A.J. Green was suspended for 4 games out of a 12 game football schedule (33.3% of their games) for selling a single jersey.
In 2011, 5 Ohio State players, including starting QB Terrell Pryor, were each suspended for 5 games of a 12 game schedule (42%) for selling jerseys & championship rings.
In 2014, Georgia suspended star running back Todd Gurley for the last 7 games of 12 schedule (58%).
In 2018, North Carolina suspended 13 football players, 9 of them suspended for 4 games out of 11 (36.3%), for selling their shoes
