The NCAA proposal to allow a one-time penalty-free transfer for all Division I athletes has been forwarded to the Division I Council and will be voted on in January and will almost certainly be passed. If so, it will take effect August 1, 2021. The NCAA Working Group on Transfers has been working on this proposal for about 2 years, and it was always expected it would get passed.
As I have said before, if we thought the number of transfers was out of control before, it will probably get worse under this proposal. I actually believe athletes should not be penalized like they currently are with being forced to sit out an entire year.
However, IMO, this rule will produce a wild-west environment of tampering which would be impossible to police, and will turn mid-majors literally into a development league for the major schools to cherry pick players to fill their rosters when they have open scholarships or when they lose players to the pros.
