Seems like another example of a pissing match. There is no way this will happen, IMO. Even if California does pass such a measure, I would bet the California D1 schools would work out some kind of compromise to stay in the NCAA. The NCAA would lose millions by excluding them, and we know the NCAA is all about the money.
