The NBA tweaked the lottery system for this year to hopefully reduce teams trying to lose to get better odds.
The NBA has assigned the exact same lottery odds (14%) to all three of the bottom 3 teams to end up with the #1 overall pick. The team with the 4th worse record gets 12.5% odds. Te Bulls cannot drop farther down than 4th.
However, it is still possible for the Bulls can get to the 3rd-worst spot. If they lose their last 3 games and Cleveland wins their last 4, then Cleveland will rise above the Bulls in the standings, and the Bulls' lottery odds of getting the 1st pick would improve to 14% with the 3rd worse record. If they tie with the identical record, the Bulls have a 3-1 record against the Cavs, so they will get the 4th pick by the tiebreaker. But don't bet on Cleveland allowing that to happen.
