They are called 'media timeouts' and they are in every game.
There are 2 horns in every timeout - whether it is a 30 sec timeout or a 60 sec or a media.
In fact, when a player fouls out, there are 2 horns for the coach to get a substitution in. Most of the time, the player is substituted right away and it is superfluous. However, if a coach is upset and is arguing the call or something, the clock is ticking (I think he gets 15 secs) and he has til the 2nd horn to get a substitution in.
The reasoing for the media timeouts being there, whether or not the game is on ANY media(rare in this day and age) is so all teams are playing within the same circumstances. It's hardly fair to let a big school get an extra 4 timeouts a half and make the little guys who probably have less athletic players go without.
