Impossible. The low tournament winners with automatic bids always garner the 14 - 16 seeds. If WSU and/or BU get in, they will have at least a 13 seed.

Iona, MAAC tournament champ
Pacific, Big West champ
BU, at-large
Air Force, at-large
So BU was one of the final two that made the field as an at-large.
That's what I said above. The worst seed an at-large will get is a 13. The seeds 14 - 16 are "reserved" for "low-level" tournament champs.
You need to re-read his article...He constructed his bracket as if no automatic bids were to be given to the lower conferences. It was just a hypothetical "here would be my bracket if the NCAA Tourney just took the top 64 teams..."
