Since he would be a graduate transfer I don't think he has to request a release. Could be wrong on the rule though if the MVC does not treat grad transfer differently, but do know he is set to graduate. I know, just hopeful - he will get a lot of offers from high majors but I hope he knows that he might still be a backup option like Marcus Arnold or Jon Ekey were
