      Why is the scrimmage closed?

I can see having a scrimmage would be good for both teams. I'm sure the players on both teams look forward to the competition of playing against someone other than their own team mates. I don't understand why the scrimmage is closed to the fans though. Are there NCAA rules limiting the number of scrimmages and exhibition games a team can play before the season's regular games? If there are limits, what are the allowed numbers?

Memphis played North Carolina yesterday in a "closed scrimmage"

however....there was extensive coverage, with all the stats and scoring made public even by the schools...
but beyond that, there were reportedly photos and some of the photos showed lots of people sitting in the stands...

So...how was this a closed scrimmage? Seems if you are North Carolina, you can just do what you want..
Joel Berry II scored a game-high 14 points and had four assists and four steals in 21 minutes to lead the University of North Carolina to a 70-64 win over Me...

          Here are the numbers-
The NCAA allows up to 2 preseason scrimmages each year for D1 schools. They can be 2 public exhibitions against non-D1 schools, or the school can substitute a closed "secret" scrimmage against a D1 school for one or both public exhibitions. Schools can opt to play fewer than 2 preseason scrimmages, but cannot play more than 2.

The NCAA has always banned preseason scrimmages between 2 Division I schools, though. Scrimmages against lower division schools have been allowed for many years, and until several years ago, they even used to allow scrimmages with club teams. Bradley has scrimmaged in past years with club teams like Athletes in Action and a touring AAU team sponsored by Marathon Oil (recall Jim Les scorching the nets for Marathon Oil after he was cut by the Utah Jazz and before he returned to the NBA with the LA Clippers).
But in 2005, the NCAA changed the rule and agreed to allow closely defined preseason scrimmages between two D1 teams “provided they are conducted in privacy without publicity or official scoring. Individuals other than athletics department staff members and those necessary to conduct a basketball scrimmage against outside competition may not be present during such a scrimmage.”
However, it is not uncommon for some details to leak out, and I have never heard of the NCAA punishing anyone for going against the secrecy rule.

So these exhibitions are "secret" because that is the NCAA rule.
Just this season, as a special exemption, the NCAA is allowing some D1 schools to play scrimmages against each other for charitable causes like hurricane relief.

UIC played a charity exhibition game vs. St. Francis University (not the DI St. Francis, but the NAIA one in Joliet)

UIC cruised to an easy 97-62 win and dominated the NAIA opponent right from the start..
A few of the UIC players put up some mighty impressive numbers...

Tai Odiase was 10-10 from the floor, 21 pts, 4 reb, 3 blk
Marcus Ottey was 8-11, 20 pts, 2 reb
Dikembe Dixson was 7-9, 15 pts, 1 reb
            Dominique Mathews 16 prs
Tarkus Ferguson 7 pts, 13 assists
