Remember management said they wanted to get younger and more athletic. Let's look:

Drafted a senior in the current NBA draft.
    Signed Rondo.
    Signed Wade.

Neither Wade or Rondo can be called young (NBA age) or athletic. Wade will also miss a good portion of games either with injuries or to rest him. Ronda has not had a real good three-point shot. Both Rondo and Wade are slashers and may have problems playing together. NBA teams usually want to spread the floor.

They may make the playoffs next year. But would be out early. All that does is earn more money for the team owner.

Some seem to think that signing Wade is a tactic to get the inside track on signing Lebron next year. However, NBA stars in their prime have not picked the Bulls since Jordan quit.

Would you want to see them unload Jimmy Butler and others, and go for a total rebuild? They would be unwatchable if that happened, and they could lose a sizeable part of their fan following. Bradley learned that lesson all too painfully.
And the NBA has that salary minimum, so teams will be penalized financially if they don't reach it. So even if they went for a total rebuild, they would still need to fill their roster with a bunch of high priced players. And even if they did manage to tank, there is no guarantee the higher draft picks they might get would result in them getting better very fast. There are a lot more teams that never get a lot better after going for rebuilds, than there are teams that go on to compete for titles. And many of the NBA champions in recent years have been built through free agency and trades, rather than through the draft.
