It all depends on when that player receives his "release" from the school he is at. There can be no contact with another school until the player is released. Even if the player or his family or adviser calls the new school, that school has to insist on proof of a release before any conversation can occur. After the release, either side can initiate contact, as long as it meets with the other guidelines of the NCAA recruiting rules (recruiting calender, etc.)

can is your key word but it is well known that people who represent certain schools contact kids all the time who are under scholarship at other schools without ever asking permission or approval

Yes, we all remember Ritchie McKay and Duane Broussard embellishing their resumes by claiming they had "recruited Danny Granger" to come to New Mexico. But recall that Bradley never did grant Granger a release, which means that whatever way McKay or Broussard contacted Granger or made arrangements for their highly organized and publicized press conference the day Granger flew out to Albuquerque was entirely against NCAA rules.

Recall that they claimed they did not ask him to come to New Mexico (an obvious lie to try to cover up their cheating), but then why did they arrange a full blown press conference and escort from the airport if they didn't know he was coming?
But then they also claimed they never contacted Granger or his family while he was a student-athlete at Bradley, which was also proven to be a lie when the Albuquerque Journal obtained cell phone records and showed they had called Granger more than 25 times from one cell phone alone.

Jacob Lawson saw little interest from other D-I's and is headed to Appalachian State in the SoCon - LINK

One other mid-major guy who was on the "free-agent" market - and who was mentioned here...
DeAndre Kane - also saw only a little interest because of his past history of discipline issues and arrests..
BUT...he found a home regardless - there's always one place that'll take you no matter how much baggage -
