Illinois is still waiting on the NCAA to decide if they will issue a waiver from their usual rule the requires a transfer to sit out a year. However, there are rumors that Illinois coach John Groce is optimistically expecting the NCAA will grant the waiver. However, the NCAA recently changed their rules requiring a transfer to move within 100 miles of his home if he is requesting the waiver because of family issues (Champaign is 135 miles away from Chicago).
Starks has only 1 year of eligibility remaining, so if he is declared eligible for this coming 2013-14 season, that will open up an additional scholarship for 2014 (in addition to the one they are holding open hoping to land Cliff Alexander). Illinois has recently renewed interest in a 2014 point guard named Tyler Ulis, and some fans think this is another sign Groce expects Starks to play this year.
