Yes, they play twice this year. It happens from time to time when 2 teams are involved in a tournament, but also have scheduled each other for the regular season schedule as well. Missouri State is playing Arkansas State at a neutral site as part of the NIT Preseason tournament. They also play them at home later in the year, which seems to me to be a coincidence.
