There's a guy who blogs about NCAA bylaws...and he discusses John Wilkins...
basically what he says is that Wilkins may fall under either of two scenarios...
--one is that since he's already been handed an NCAA determination, that wherever he goes this fall, he might still have to sit out the 5-game penalty that's already been assessed for his professional contacts.
--the other possibility is that because the NCAA has a pending NEW rule (Rule 2009-22) that will soften or eliminate the penalties for foreign players who did not play professionally but who simply played on teams where other teammates were professionals (as is the case with Wilkins)....
that JUST POSSIBLY John Wilkins can avoid the penalty......
"Since Wilkins never enrolled, he can get his file at the Eligibility Center
opened up and reclassify as a Fall 2010 enrollee. That means he can be
reevaluated under whatever rules come out of the April Legislative Council
and Board of Directors meetings. If 2009-22 is delayed, Wilkins’ ...new school
still has the membership’s shift toward amateurism deregulation as an
argument in an appeal."
