Ill.St. and SIU have both recruited good players out of the Chicago area and I doubt they did anything illegal or the NCAA would have came down on them since they are mid-major schools.
The key to getting those players is having a recruiting coordinator with connections from that area, lets face it, in order to win big time you need to get big time players, JJ.Anderson, Hersey Hawkins,Donald Reese plus many more were from Chicago and you also get the tougher type of players(Tony Bennett).
