The white out participation works much better if they took the time to set the shirts out on the seats instead of having tables setup within 5 feet of a ticket entrance. I saw many fans walk past the shirt table when I was coming in because they didn't want to wait in the congestion and long line to get a shirt.

They stopped doing this for several reasons- It takes a huge number of volunteers several hours to lay out 10,000+ shirts, one on every seat.
Giving them out at the door is the better way to ensure that each person who wanted one got one, and was able to request and get the preferred size (yes, there were different sizes, though some entrances only had XL).
If they are left on the seats, the Bradley people were responsible for cleaning up after the game to remove the extra shirts.
