He does use margin of victory. Basically, he calculates two different rating indices... One is the way chess players are ranked, in which winning and who your opponent is are the only things that matter. The second is where the margin of victory is the only thing that matters. He then uses some kind of system to combine those rankings into the "sagarin" ranking. I personally like paying close attention to the chess portion of his rankings.
