University of New Orleans considering dropping from DI to DIII
I didn't read the article, but once you say you are considering it you might as well go through with it. I don't think any players wanting to play D1 will go there knowing they may drop a level.
Worse (than a drop in competition) would be losing your scholarship (DIII does not offer scholies), I'm assuming there would be an immediate transfer waiver, though? The article did mention this would be a 4 year process..

Wasn't Evansville considering a similiar drop?
You are right- when Birmingham Southern decided to drop to D#, their players were all given waivers to transfer without penalty, so that would likely happen at UNO.
And there were rumors about Evansville considering a drop to D2 or D3, but they quickly issued public statements denying it, because it would hurt recruiting and scheduling.
