  • New NCAA Proposals

Here is a report of all the new proposals under consideration by NCAA for Division I basketball.

    In summary

--mandatory summer school programs for incoming freshmen and transfers that would also allow summer practices *
--reducing the number of allowable scheduled games and increase the preseason practice period
--allowing the school to pay "travel expenses" for parents & legal guardians during official recruiting visits
--new allowances for players to stay on scholarship but not play and not be counted towards scholarship limits
--limiting the number of Phys Ed transfer credits allowed *

    and of course....
--limiting the ways in which a school can funnel or pay benefits to families, coaches, and "handlers" of recruits, such as hiring them as "personal assistants", and payment of perks under the guise of consultant fees, camps & clinics, and subscription to scouting & recruiting services.

the ones labelled with * would likely benefit the big schools most who land the top talent that might be marginally eligible or
who have the funds to spend on getting the best talent, so I expect these ones to pass.

the others would NOT benefit the BCS guys, and the last one might even hinder them, so look for those to fail.

I find the 3rd rule and the last rule listed are mildly contradictory. If it will be allowed to pay for family members on official visits then that could lead to some very shady things...just my opinion tho.

the 2nd one is ludicrous. why would you cut your revenue stream to allow for more practice time? adding MORE games would be more likely. long live the exempt tourneys!!!

--new allowances for players to stay on scholarship but not play and not be counted towards scholarship limits

This is the one that will help the big guys! The chances are far greater that a player would agree to a RS in a BCS program then a mid-major. They will be able to stack their freshmen bench and take away players that would otherwise go to other schools. How long can they keep them on scholarship without them counting and can you count one year and not the next. This is the one rule the bigs will fight to keep because it will give them a ton of flexibility.

If they were after the best interest of the student athlete they would take guys with marginal academic standards and allow them to join a team, not play the first year, give them the full year to acclimate without it counting against their eligibility. Let a school have a shot at one of these cases every 2 years and if not successful with acclimating them then they should be penalized.
