Here's an example of a kid who is being granted a waiver by the NCAA so he can become immediately eligible after transferring.
I guess the NCAA only does this in rare cases, but they have deemed this kid deserving....while numerous others who transfer, always have to sit out a year.
The kid's name is Travis Busch...and to give you an idea of when he graduated, this is the kid who beat out Ray Brown for Mr. Basketball in Minnesota in their senior years...in 2005.
He went to Cal Poly, then transferred back to Minnesota. This spring he decided to transfer to Colorado State for his 5th and final year of college (and 4th year of eligibility).
But for some reason the NCAA granted the kid immediate eligibility so he can play right away.
"Travis Busch, a 2009 academic all-Big Ten selection, graduated with a
degree in communications and has one year of eligibility remaining. He was
granted a waiver by the NCAA and will be eligible immediately"
