Penn St won. So they were the best team left out of the NCAA field and maybe shoulda replaced one of the last 2 that got at-large bids. They were Wisky (who won a game) and Arizona (who won 2 games).

Maybe the field of 65 DOES need to be expanded.
A valid point, except it's been said repeatedly that Wisconsin and Arizona were not the last two teams in. They were moved down to that seed line to keep other factors in line.

But I'm nitpicking.
That's fine.
So let's move up the line....
Who do you replace them with???
11 seeds
Dayton - Won over West Virginia
VCU - auto-bid (lost by 1 to UCLA)
Utah St - auto-bid (lost by 1 to Marq)
Temple - auto bid
10 seeds
USC - auto-bid
Minnesota - lost to Texas
Maryland - won over Cal
Michigan - won over Clemson
So I guess it would be very hard to squeeze Penn St into the field if they thought they shoulda gotten a bid. Maybe time to expand the field.
I actually prefer a more "pure" field of 32 or 48. Give conference the champs the auto bid with just a few at-large bids. I know the mid-majors would get hosed, but it would make for a more competitive NIT and restore the luster to that event, too (plus get rid of some of the "trash" teams in the NCCA Tourney).
Just my opinion, but of course I'm a basketball purist
(Edit: Of course this would never happen now because of $$$$$$$$$$$$$$$$$$$$$$)
